The Act would restore vehicle owners’ control over their personal data and give them the freedom to choose who it’s shared with and how it’s used.
December 12, 2025 – Today, Rep. Diana Harshbarger (TN-01) alongside Rep. Randy Weber (TX-14) and Rep. Scott Perry (PA-10) introduced the “Data Rights to Information and Vehicle Electronic Records (DRIVER) Act,” a bill that would require vehicle manufacturers to give American consumers access to, and control over, all vehicle data generated by their personal vehicles.
As today’s modern vehicles become increasingly more sophisticated, so does the amount of information and data needed for them to function. However, many manufacturers impose restrictive terms and fees that limit owners’ ability to access and control their vehicle data. The DRIVER Act would enable consumers to decide if, and with whom, their data could be shared.

“For too long, automakers have held the keys not just to our vehicles, but also to the data we generate by driving them. This bill is a critical step to restore trust and ensure that American drivers—not just manufacturers—access and control the information generated by their own vehicles. When you buy a car, you should own both the machine and the data it produces. For individual drivers, this means stronger privacy and property rights. For fleet owners and operators, it means fair access to their data, which they need to maintain vehicles, manage safety, and keep their businesses competitive. AVOA urges Congress to pass the DRIVER Act to protect consumers’ property rights, foster competition, and prevent unnecessary and burdensome restrictions on owners’ access to their data.”
The bill would ensure vehicle owners have essential rights to their data and prevent manufacturers from locking them out or charging extra fees for access.
AVOA has worked closely with policymakers, industry stakeholders, and consumer advocates to ensure vehicle owners’ data remains secure and under the ownership of the driver. The coalition strongly encourages Congress to pass this important piece of legislation.
